				<div class="et_pb_text_inner"><p>For anyone who has ever travelled overseas, have you ever wondered why alcohol seems to be so much cheaper than it does in Australia? For example, in most of Europe and the US, you can easily pickup a decent bottle of vodka for under $20, which pales in comparison to the $65 plus you need to pay for a decent bottle of vodka in Australia. How can there be such a big discrepancy in pricing across countries?</p>
<p>&nbsp;</p>
<p>The answer lies in the alcohol tax rates adopted by individual countries. Taking 2026 as a benchmark (the year for which comparative international data is most readily available), tax on alcoholic spirits in Australia amounted to $107.99 per litre of ethanol [1]. This translates into $30.24 of tax per 700ml spirit bottle, where the final alcohol concentration is 40% (see Box 1 below for the worked calculation). Most Australian gin and Australian vodka have a final alcohol concentration of 40%, so this is a reasonably good benchmark to work off.</p>

<p>To provide a point of comparison, aside from Iceland and Norway, Australia has the highest alcohol tax rates among OECD (Organisation for Economic and Co-Operation and Development) countries.</p>

<p>In Australia, and many other countries the tax on spirits is calculated differently to tax on beer and wine. Spirits tax is known as excise duty and in May 2026, this rate was $107.99 per litre of alcohol [2]. The rate is reviewed and adjusted twice per year. As a result, Australian distilleries are faced with a huge tax burden, helping to explain why you’re unlikely to find a craft distillery selling their spirits for less than $50 per bottle.</p>
<p>&nbsp;</p>
<p>Interestingly, recent work by researchers from the US have revealed that the tax pass through rate for excise duty, or the extent to which tax hikes are passed onto consumers differs wildly depending on the product. They found that tax increases led to the price of cognac, Scotch whisky and Cointreau being increased above and beyond the price increase. In contrast, the price of gin did not rise by as much as the tax increase. In other words, the tax is <em>under shifted</em> on gin products, but over shifted on other spirits [3].</p>
<p>&nbsp;</p>
<p>While it’s difficult to generalise from this piece of work, it does highlight that perhaps gin is less amenable to price increases owing to tax rate changes. One potential explanation is the highly competitive nature of the Australian gin market and the tendency for consumers to shop within a given price segment [4]. Price increases may push a product into another category where it is ill-suited to compete. Take Boobialla gin as an example. It retails below the $100 mark, which can act as a mental threshold for many shoppers. Breaching the $100 mark would deter many would be consumers, meaning that as the tax rate increases, it is unlikely that the price point for Boobialla will budge.</p>
<p>&nbsp;</p>
<p>Economists and public health officials will often proffer the need to adopt <em>sin </em>taxes as a way to discourage consumption [5]. These taxes also offer a lucrative revenue stream for the federal government, so it’s unlikely we’ll ever see wholesale changes to this policy stance. Nevertheless, if you ever lament the fact that alcohol prices are so high, spare a thought for the people of Iceland. The tax on a bottle of 40% vodka equates to 5,399.80 Icelandic Krona (or about AU$61)!</p>

				<div class="et_pb_text_inner"><p>Australia has seen steady growth in the consumption of alcoholic spirits, with sales increasing from 64.4 million litres in 2014 to 66.1 million litres in 2019. The industry is dominated by Diageo Plc who account for over a quarter of sales, followed by Suntory Holdings (10%) and Pernod Ricard (8%)[1] . Whisky remains the largest seller in terms of volume (28 million litres), followed by white spirits (includes both vodka and gin) with 18.1 million litres[2]. Importantly, white spirits have been on an upward trajectory with an average 4.5% cumulative year-on-year volume growth between 2013-18 [3]. This is a remarkable achievement considering that whisky, rum and brandy have all suffered from contraction in volume sales over the same period.</p>
<p>Much of the growth in white spirits comes down to gin. The wide range of products available in the Australian gin segment appeals to a broad range of customers, that span multiple demographics. With the impact of COVID-19 still resonating in our ears, and the growing appetite for homemade cocktails, it is likely that the Australian gin market will continue to grow. Importantly, the frequent release of new products appeals to those that are eager to experiment with new flavour profiles, juniper combinations and botanical aromas. Headlands Distilling Company offers two examples of innovation in the segment with both Boobialla gin (using native Australian juniper) and Daalgaal gin (steeped with Illawarra plums) leveraging these trends. Where Boobialla appeals to consumers wanting to try unique Australian flavours, Daalgaal extends on this trend by coupling unique Australian bushtucker flavours with a visually appealing product that appeals to multiple sensory stimuli.</p>
<p>Interestingly, gin is the most consumed spirit behind whisky, with a recent Roy Morgan survey revealing that 8% of Australians had consumed gin at least once in the previous four weeks[4]. An indicator of the strength of the Australian gin market is demonstrated through consumption patterns among women, who now clearly prefer gin (9.3%) over vodka (6.8%). While these results are promising, we mustn’t forget that the Australian gin market is still dominated by mainstream brands offered by dominant market players such as Diageo and Barcadi (over 4 million litres of gin). Nevertheless, the craft spirits scene in Australia has grown to account for 6% of total spirits volume[5]. With the explosion in craft distilleries, the only way to survive is to differentiate and offer an experience that is unique, yet affords value for money.</p>

and gin, made from gluten containing grains (such as wheat and barley) 
are in fact gluten free?</p>



<p><strong>What is gluten?</strong></p>



<p>To answer this question, it’s important to understand that gluten 
refers to a group of proteins present in grains such as wheat, barley, 
rye etc. For some people, the consumption of gluten can cause autoimmune
 and inflammatory responses. So it is understandable that there is now a
 billion dollar industry investing in ‘gluten free’ food and beverage.</p>

<p>With the explosion of products purporting to be gluten free, how sure
 can you be that they are in fact telling the truth? Fortunately, 
Australia and New Zealand have the strictest criteria in the world that 
products must adhere to in order to qualify for gluten free status. Food
 Standards Australia New Zealand (FSANZ), the peak body responsible for 
setting food standards, state that gluten free foods must not contain 
any <strong>detectable gluten</strong>. At the moment this threshold is 
about 1 part per million (ppm). In comparison, the global standard 
states that ‘foods containing less than 20ppm of gluten’ are safe.</p>



<p><strong>What about spirits made from wheat and barley?</strong></p>



<p>Turning to the spirits industry, it would seem logical that any 
spirits produced from gluten containing grains would not be gluten free.
 This is incorrect.</p>



<p>Take Headlands Distilling Company as an example. As explained in an earlier post <a href="https://headlands.com.au/what-is-vodka-made-from/">[What is vodka made from?],</a>
 vodka is made from many different starting ingredients. At Headlands, 
employing our grain to glass philosophy, we use wheat and barley to 
handcraft vodka. The production of vodka involves several stages, 
including milling, fermentation and distillation [see Types of 
Distillation Columns for a summary]. Gluten, being a protein, is not a 
volatile compound and will not be distilled. This means that there isn’t
 any gluten in the ethanol that is used for our vodka.</p>



<p>It’s important to note that we can’t speak for all distilleries on 
the gluten front, since most don’t distill their products from scratch. 
In most cases, vodka and gin distilleries purchase pre-made ethanol. It 
is therefore impossible to know what has gone into the production 
process. If you’re concerned, we recommend asking how they monitor their
 fermentation and distillation process.</p>

<p><strong>Evidence for Gluten Free Vodka</strong></p>



<p>To be clear, every batch of Seacliff Vodka by Headlands Distilling 
Company has not been tested for the presence of gluten. We can’t be 100%
 certain that every bottle is gluten free. However, given our production
 process and the chemistry of fermentation and distillation, it is 
highly unlikely that any trace gluten will find itself into the vodka. 
Furthermore, Coeliac Australia have stated that all distilled alcohol is
 ‘gluten free’ and is suitable for those with coeliac disease.</p>



<p>In addition, chemical analyses of food and beverage products throw 
support behind the notion that white spirits prepared from 
gluten-containing ingredients are in fact gluten free. Experiments 
conducted in a laboratory, with advanced analytical equipment, showed 
that potato vodka contained no detectable gluten. This is unsurprising, 
given that potatoes are naturally gluten free. Interestingly, when they 
tested a gin prepared from gluten containing grains, they detected 
gluten at a concentration of 0.06ppm. This is 15 times below the 
Australian gluten threshold and a whopping 300 times lower than the 
global threshold.</p>



<p>Furthermore, the peak government body responsible for biomedical and 
public health research in the United States – National Institutes of 
Health (NIH) – have stated that distilled beverages made from gluten 
sources are safe to drink. Taken together, the evidence lends support to
 vodka being gluten free, irrespective of its starting ingredients.</p>



<p><strong>Summing Up</strong></p>



<p>If you are concerned about the presence of gluten in vodka, gin or 
any other spirits, the best way to check is to use a gluten detection 
device. These are readily available online and see constant improvements
 in their precision. Alternatively, if you want to see how Headlands 
takes steps to minimise the likelihood of gluten contamination, you 
should visit the distillery to observe the various stages of grain 
preparation and production. At the end of the day, Headlands carefully 
monitors each phase of the vodka production process and takes all 
necessary action to minimise the chance of residual gluten finding its 
way into Seacliff Vodka.</p>
